I’ve been seeing this little black 1997 Miata for the last four years in my work parking garage. There are notes under the wiper asking the owner if they want to sell. The top, body and interior are mint. Only problem I can see is the caked on dust and sheets of cobwebs. I’m even shocked the tires held the air this long. I finally noted the VIN as I may do some searching, the below tissue is from me wiping the windshield to get the info. Gives you an idea on the amount of dust on this thing.

I wonder if you could talk to the property management company who runs the garage and see if they know anything about it. I'd be willing to bet that they do.

Thing is they don't. Been there, done that. The staff barely speaks english and it is a biatch trying to communicate. There is also a Tahoe that has been in this garage for a couple of years too.

I wouldn't bother unless you get your jollies by taking on the most challenging route to arrive at the ordinary. The most logical reason the car is still sitting there after all these years is because the owner thinks it's worth way more (money, sentimental value, etc.) than anyone else in their right mind would be willing to pay for it. I know a Porsche 356 like that. It's pathetic. Go buy yourself a Miata if you want a car to drive. But if you just have to know the story behind the abandoned car in the parking garage, good luck in your quest.
I can see it now, the OP goes through all the right channels, finds the owner, contacts them, and...

I'd like to hear the end of the story for this. You'd think that the garage people would have the car towed because it has expired tags. Around where I live, they'd pull a stunt like that.

Got you beat, There is a 993 "targa" sitting in a parking garage in downtown Hartford that has a quater inch of dust on it. Been there a long time. One funny thing that I noticed was that it had some auto x numbers on the back side window.
And btw 993 "targas" are pretty damn rare too.

That's nothing compared to this shady used car lot around the corner from my place. It's most definitely a front for something else because there's always guys in ghetto-fabulous BMWs and SUVs with blingy wheels going in and out yet the vehicles on the lot haven't moved in literally ten years. There's a yellow NA miata with a hardtop that's been sitting there since I was in high school. There's a couple first and second-gen RX-7s and a Porsche 944 too, but they're just rotting away under the elements.
I tried to ask about buying one a while back but all I got was a confusing explanation from a very stoned Jamaican dude who called himself a mechanic about the cars not being available for sale because they're from the U.S. or something.

I know a cop, but I don't want to ask him to run a random plate. There are resources online where you can run plates, but you have to pay for them. google it.
actually license plates (unless personalized) are public record and any and all information needed to start your search can be obtained from a local DMV/MVD whatever its called in CT... you may have to spend a few buck's to get it but if your really that interested i'd start there...
Sure. And they'll factor that into their asking price, hence the reason the car has not moved in 4 years. They probably want $15k for the low-miles and another $7200 to cover their ownership (parking) expenses since they last drove it.
