I went to the mall earlier this evening (Bellevue Square) and parked my car in their free parking garage for about 5 hours while my girlfriend and I did some shopping, grabbed some dinner, and saw a movie. When we returned to my car I found a parking ticket from Kemper Development, the mall developer.
Now, if there was a time limit for parking and I overstayed I'd be happy to pay the fine, but this is what confuses me. The ticket itself has my license plate and the violation is listed as "customer parking only". I guess they think I am a mall employee since my car was parked there for a long time. There is no penalty fee listed anywhere on the ticket. They say that if I received the violation in error that I should call to resolve this issue. Failure to respond validates the violation ticket and makes the owner responsible for all fines and fees.
I called and of course I get a voicemail. So my question is, what happens if I don't bother to resolve this? Can they legally do anything? The fine print doesn't mention any deadline to resolve this ticket by, nor does it mention what the possible fines and fees are. Just seems like a very vague and empty threat.
They're not a law enforcement body and cannot do anything. I'd throw that piece of paper out and not worry about it.
Except that it's private property and I'm pretty sure IF he was issued a fine they can do something about it, i.e; having the car towed when it's spotted back at the mall.
IDK what their procedures are though, but to the OP I would try contacting them or going there in person and make sure to bring your receipts.
bring your receipts then tear up that ticket in their faces and throw the pieces into the air, walk away and then turn around and said "i'll be back"
all jokes aside, contact them and bring your receipts like what everyone else says, if you're spending money there you have the right to park there

It is just warning notice. Now they have your tag on the records and if they see your car again they might tow it on the second or third violation. Parking security do it all the time here at Disney. For example if you park your bike on the curb or "no parking" area, they will issue you a warning ticket, but will no tow or move it till second offense (unless you blocking the road).

When I worked at Tampa General Hospital we issued City of Tampa parking tickets. Most of the Security Officers were state licensed to issue them. Not resolving the ticket would cause you to be unable to register your car until the ticket it taken care of.
Just like a PD issued ticket.

Did you leave a message on the VM?? I would imagine if you inform them that you do not work there & that you were there shopping that they would drop it?? I cannot imagine that they do not have anyone else spend 5 hours shopping there.
Wow. Mall developers are having enough trouble with getting people into their malls, now they are punishing the customers for staying??!
Perhaps your car looks a lot like someone else's that actually works in the mall, and some overzealous mall cop wrote a "ticket." I spend a lot of time in malls for work, and have NEVER seen this exact circumstance, but usually those "tickets" are worthless scraps of paper.
Nevertheless, I'd call and complain. Maybe you'll get a mall gift card out of the deal for your inconvenience!

call the real police and tell them you want to report a crime, that crime being someone put litter under your windshield wiper and you think you know who did it.

I work at a university and got a ticket one day a few years ago (when there were no spots left) for cramming my Civic hatch into the yellow-striped area at the end of a row.
I didn't pay it, and now I just get a notice at the the beginning of each semester saying that I won't be able to register for classes. I'm sure I'll have to pay it whenever I leave to get my last paycheck, but whatever. It's only like $20.
Could be worse, How about having your car towed while shopping because the manager mistakes it and doesn't follow the rules?

• at closing decide to grab some dinner before heading home, left car in lot for the 2 hours since there were no signs stating otherwise
• returned to find car gone.
• called police, reported car stolen, PD checked towing registry, confirmed stolen
• 4 days later the car is recovered at another towing facility (not the township contracted company)
• story is later uncovered that a new manager upon closing of the store, decided to have the car towed because he assumed cars could not be left there (the store has an underground garage and there are in fact no parking after hours signs in it, but the main outdoor lot is open.
• rather than follow their garage protocol and call the township to have it towed, both of which would have alerted everyone that a mistake was made much faster, he just opened the phone and called a random local company
• towing company was concerned that there was a problem, but went along with the manager
• vehicle was damaged in the tow process
• store tried to first claim car was left in the lot and I was not a customer. Though that was easily nulled by the large ikea boxes in the back seat and the receipts.
• they then only offered to pay towing fees...
• entire a whole lot of legal and insurance shenagins and after about 3 months, win one for the consumer...

Don't do anything about it. Keep parking there. Save your receipts. After they tow your car, call your boss and tell him what's up, but don't go to work for a month. Go to a psychologist and be depressed, bring up buried childhood memories, threaten to kill self. Get committed to an insane asylum.

It's just Bellevue Square... don't worry about that it is just a notice. I had one too, my grandparents live right next door and stopped in to see them had a notice that parking is only for mall use only. Since the movie theather is part of the mall you have nothing to worry about.
I'd contact the managers of a few stores you shopped at and tell them that you'd like to continue shopping there, but the mall ticketed your car in the mall parking lot for no reason and only left a voice mail number to "correct" any issues, and you don't want to have to deal with fixing their internal screwed up system after your car is possibly towed while shopping there.
The stores in the mall are ultimately the mall's customers, and if they tell the mall management that the mall security is running off customers, stuff will happen. The mall security is there for security reasons, not to hassle actual paying customers. They should err on the side of caution, not on the side of "oh well, the customer can straighten this out if we are wrong.. just have them call the voice message system.."
But that's all "imo".
